BANYUWANGI (13/06) – Director of River, Lake and Crossing Transportation of the Directorate General of Land Transportation, Junaidi said that the presence of Anchor-Sheet and Anchor-Kupang crosses will help regional connectivity and connect Anchors, Situbondo Regency with Sheets, West Lombok Regency and Bolok, Kupang Regency. He conveyed this at the Socialization of KM 85 of 2022 and KM 88 of 2022 on the Anchor-Sheet Crossing in Banyuwangi on Monday (13/06).

That the Anchor - Sheet and Anchor - Kupang crossings have been decided through Ministerial Decree No. KM 85 of 2022 concerning Stipulation of Inter-provincial Crossings at Anchor Ports in Situbondo Regency, East Java, Meanwhile, the tariff for Sheet Anchor and Anchor Crosses has been determined in accordance with Ministerial Decree Number KM 88 of 2022 concerning the Fourth Amendment to KM 92 of 2020 concerning Tariffs for Interprovincial Economy Class Crossing.

“The two crossings are opened with the aim of facilitating the distribution of logistics from Java to Nusa Tenggara and to increase the growth of the tourism sector and the economy in the Situbondo region. In addition, the two routes are expected to become alternative crossings that can reduce road loads and congestion in the Banyuwangi area, reducing the density of vehicle traffic at the Ketapang Port," said Junaidi.

In preparing for the operation of the two routes. , The Directorate General of Hubdat has held several discussion meetings involving relevant stakeholders, such as the East Java Regional Government, the Situbondo Regency Government, the Head of the local KSOP, PT. ASDP Indonesia Ferry (Persero), associations, and ferry operators.

PT. ASDP Indonesia Ferry (Persero) and the Regent of Situbondo previously signed an MoU agreement on Friday, June 3, 2022.

Some of the problems that the Provincial Government and Local Government must follow up are related to technical readiness aspects operational safety, port entry access and zoning as well as vehicle traffic flow from and to the port must first be completed in coordination with PT. ASDP Indonesia Ferry (Persero), KSOP, The Navigation District and related stakeholders to ensure operational readiness and preparation for the maiden voyage.

“In the discussion meeting, we have mapped out several problems that become obstacles in the operation of the crossing and prepared a technical plan for the operation of the crossing. Based on the results of the mapping, several obstacles have been successfully overcome in stages, particularly related to legal aspects and infrastructure readiness. The two Ministerial Decrees are a very crucial legal basis for the operation of the Anchor – Sheet and Anchor – Kupang crossing,” Junaidi continued. East Java and the Situbondo Regional Government have conveyed that currently the process of repairing, upgrading, and the provision of various facilities that are expected to provide comfort, security and safety to service users.

“We really appreciate and express our deepest gratitude to the parties involved in the process of preparing cross-anchor operations – Sheet and Anchor–Kupang,” he said again.

Junaidi explained that in order to immediately realize crossing services on the Anchors–Lembar and Anchor–Kupang crossings, the participation of operators, especially those operating ships, is very necessary. from the Ketapang–Gilimanuk, Padangbai - Sheet and Merak - Bakauheni crossings. "The criteria for ships that can operate in the Anchors-Sheet and Anchor-Kupang routes have been established," he continued.

ZONATION DETERMINATION AT THE PORT

Meanwhile, on the same day, there was also socialization regarding the determination of zoning in the ferry port area.

In accordance with the Regulation of the Minister of Transportation number PM 91 of 2021 concerning Zoning in Port Areas Used for Serving Ferry Transportation, the zoning at the Port is divided into 5 (five) zoning, namely:

1. Zoning A : used to regulate the movement of people;
2. Zoning B : used to regulate vehicle movement;
3. Zoning C : used to regulate vital facilities;
4. Zoning D : used for limited special areas, such as offices and commercial areas within the port area;
5. Zoning E: used as a parking area for queuing vehicles that already have tickets but have not yet had time to enter the Ferry Port.
